FTA released a combined NOFO for the FY24 Low-No and Grants

March 6, 2024

Background

FTA released a combined NOFO for the FY24 Low-No and Grants for Buses and Bus Facilities Competitive Programs. FTA has allocated $1.1 billion in funds to support the deployment of low- or zero-emission vehicles and related infrastructure through Low-No. Another $390 million is available for the Buses and Bus Facilities Program.

The Low-No Program supports the acquisition of zero-emission and low-emission transit buses and the supporting infrastructure required to operate the buses. The Buses and Bus Facilities Program supports capital projects to replace, rehabilitate, purchase, or lease buses and related equipment or to rehabilitate, purchase, construct, or lease bus-related facilities.

Low-No has historically allowed transit agencies to name partners in their applications. Partnerships are also allowed under the Buses and Bus Facilities Program for applicants that are proposing the same project to the Low-No Program. Applicants requesting projects related to zero-emission vehicles must dedicate 5% of the requested federal award to workforce development and include a fleet transition plan.
